Outdoor Propane Patio Heater Doesn't Light?

We have an industrial size (from the looks of it) propane patio heater. Unsure make/model. When attempting to light, cannot light even manually. There is no smell of propane at the top either. Tried to bleed the line holding the button but still can't even smell propane from the top where it would light. The only thought I had was that the regulator may be bad. Does anyone have any suggestions on what could cause this? Also the regulator only reads Progressive Dynamics Inc. Marshall, Mich. P
